Capital Improvement Plan Division

The Capital Improvement Plan is a five-year financial plan (updated annually) for funding the construction, acquisitions, and rehabilitation of city facilities, infrastructure, and equipment. The development process involves assessing the needs for new facilities or upgrades of existing facilities and infrastructure.

The Capital Improvement Plan team collectively manages more than 50 active projects throughout the city, of all types, sizes, complexity and dollar value. These projects consist of installing water, sewer, and storm-drain piping, construction of new public restrooms throughout the city at various parks. Several interior renovation projects are taking place at various city facilities as well. Below we have provided a portfolio of some current and upcoming projects taking place in the City.

Procore (Construction Program Management Software)

The City’s Engineering Department has implemented Procore, a cloud-based construction program management platform that enables staff to plan, track, and manage every phase of the capital project delivery process—from planning and design through procurement, construction, and closeout.

By utilizing Procore, the City will benefit from increased efficiency, improved collaboration, reduced risk, and enhanced cost control. The platform provides robust tools and modules, including project and cost management, budgeting and forecasting, change management, workflow automation, submittals and RFIs, scheduling, bidding, dashboards, real-time reporting, notifications, and comprehensive document management. Procore connects all internal and external stakeholders—City staff, contractors, consultants, and design teams—within a single, centralized system, allowing teams to manage documents, schedules, and communications consistently across all projects. Real-time access to project information improves transparency, accountability, and decision-making throughout the project lifecycle.

Upon project completion, Procore serves as a centralized repository for all project records, including drawings, as-built documents, warranties, and closeout materials. Having all documentation stored in one accessible location ensures team members can quickly retrieve the most current information. As a fully web-based and configurable platform, Procore encourages collaboration and participation from all project partners while supporting improved monitoring of project budget, schedule, and quality. procore.com
